So, we're going totally ignore that in that same USBC rule book, it states that first that captain decides whom the sub is bowling for and then you decide which average to use for the other absent member.

Where does it state this?  The question / answer section (105 / 2) has it in a contradicting way.  I see where you might be confused.. but if read the answer, it states:

"According to Rule 105, item e(2), the absentee score of the player with the most games is used for the other player."...  So, if that bowler with the most games is the bowler the sub is replacing, that absentee score has to be used.

Again, I can see where you are confused.  The above statement still holds true.  There is nowhere else it states what you are mentioning about the team captain and deciding whom the substitute is replacing.  I'll send a message to the rules department on the issue that those first two statements are just ...  confusing.

Thank you.  I've always done it that the captain decides who the substitute will replace if there are two bowlers missing because of this CAQ.  Particularly paragraph 2.  PLEASE keep us posted on what you hear from the rules department.

    105/2

If two members are absent and only one substitute is obtained, which absentee score is used?

According to Rule 104a, Item 1, the team captain is responsible for the eligibility of the team and determines whom the substitute will replace. First, the captain determines whom the substitute will replace and then the absentee score is determined.

When the team has a limited roster, the process is easy. The captain selects the player the substitute replaces, and the absentee score of the other player is used.

When a team has additional players on its roster, the captain decides whom the substitute is replacing. Whoever the substitute is replacing, the absentee score for that absent member cannot be used. According to Rule 105, Item e(2), the absentee score of the player with the most games is used for the other player. If two absentee scores are needed after the substitute is in place, the absentee score of the absentee with the next highest number of games is used and when two absent members have the same number of games, the lower absentee score is used. (See CAQ #118d/1 for cap information.)

Was this question ever answered by the Rules Dept?  Our league has always required the sub to replace the highest average, so either way we have been doing it wrong.

As I read rule 104 and 105 more it becomes more and more clear.  The captain chooses who the sub will replace.  If, after that, there is more than one absentee score to choose from (say you have a 6 man roster for a 5 man team) then the one with the most games will be chosen, if they both have the same number of games, the LOWER average absentee score is used.
